Summary:  Under the direction of the Executive Vice President (EVP) and in accordance with the Association’s policies and procedures, the Vice President of Membership and Professional Standards is responsible for the leadership, vision, strategic planning, and departmental operations for the Member Care and Professional Standards department. Engages in a variety of activities that addresses the needs of members and the Association.

Membership:

  • In conjunction with the Board of Directors, oversee CAR’s membership program, including budget numbers, recruitment and renewal targets and strategies, and dues structure.
  • Continuously support where applicable, identify, research and develop business opportunities for the department and the Association, including but not limited to member benefits programs and non-dues revenue programs.
  • Develop, oversee and maintain all aspects of the department’s budget including monitoring and tracking of departmental revenue and expenses, forecasting and the development of contingency plans.
  • Create and maintain positive relationships with members and offices.
  • In conjunction with the EVP, develop, administer and monitor programs and procedures that support the mission and vision of the Association in relation to membership topics.
  • In conjunction with the EVP, develop annual business plans for all areas of oversight.
  • Develop, audit, and review service performance and membership and trend reports for the department and develop and implement actions or remedies as necessary to ensure operational excellence reporting to relevant stakeholders including Board of Directors as required.
  • Accurately and in a timely fashion, collect, analyze, and report on membership statistics and operations information in support of process, systems and policy design.
  • Consistently measure and make recommendation for new programs and implement methods to determine department effectiveness and efficiency.
  • Collaborating as necessary with other departments, create and administer a member office visit program to discuss current issues impacting the real estate profession obtaining and disseminating feedback as appropriate.
  • Provide direction on research needs as a result of strategic planning and regularly survey members (in conjunction with the Communications department) based on needs of department.
  • Oversee staff development and mentoring of supervisees.
  • In conjunction with the EVP, identify relevant training and development opportunities for departmental staff.
  • In conjunction with the EVP, identify staffing needs.
  • Ensures annual compliance with the NAR Mandatory Core Standards for Associations of REALTORS® for areas of organizational responsibility

           

Volunteer Management and Member Engagement:

  • Provide leadership in increasing the value of engagement for members and volunteers.
  • Create and oversee a volunteer management program that includes job descriptions for all volunteer roles, appropriate training and orientation for specific volunteer roles, recognition for all association volunteers, and a performance evaluation process.
  • Assemble and lead a team of staff members who liaise with volunteer committees and work group, ensure consistency and training in volunteer management, and to provide support and feedback as necessary.
  • Oversee the annual recruitment and selection processes of association committees and task forces.

 

             Dispute Resolution:

  • Oversee all aspects of the professional standards process including:
    • Offer impartial guidance to consumers, members, and others.
    • Act as mediator, when requested, to assist in resolving member and/or member of the public disputes.
    • Determine when appropriate that legal advice is sought.  Act as intermediary between counsel and board.
    • Responsible for communicating current issues to membership.
    • Analyze reports of cases received communicating findings with the CEO and BOD, as appropriate.
  • Promote the image of the Association in a professional and positive manner and provides motivation and training to department personnel.
  • Serve as liaison with other strategic business groups to develop processes and communication that ensures alignment with Association business objectives, mission and vision.

 

            NIREIN:

  • Develop and promote Northern Illinois Real Estate Information Network’s (NIREIN) mission and vision in accordance with approved business plan.
  • Develop policies and procedures and ensures all licensing requirements are met.
  • Develop, oversee and maintain all aspects of the department’s budget including monitoring and tracking of departmental revenue and expenses, forecasting and the development of contingency plans.
  • Oversee all activities associated with the maintenance and holding of member license including:
  • Negotiate referral commission contract with responsible broker.
  • Oversee the efficient and timely processing of paperwork and the interaction of identified staff with the Illinois Department of Financial & Professional Regulations.
  • Allocate distributed referral commission between holding company and sponsored agent.
  • Oversee the accurate maintenance of organized files for both the sponsored agents and the opened negotiated referral contracts.
  • Process applications, terminations, and audits.
  • Ensures annual compliance with the NAR Mandatory Core Standards for Associations of REALTORS® for areas of organizational responsibility

 

            Other:

  • Serves on the Executive Management Team
  • Work with the CEO and EVP on the annual C.A.R. strategic and operational plans and budgets for the department.
  • Work with the EVP and VP of Finance & Business Development on financial forecasts prior to each Board of Directors meeting.
  • Work closely, and in a timely fashion, with the HR Generalist and NAR HR Consultant on Human Resource matters for the department including, annual evaluations, documenting disciplinary matters and any other HR matters of importance.

Education/Experience: A bachelor’s degree in Business Administration, Project Management, Organizational Development, or related discipline required. Master’s degree in the same preferred.  A minimum of five (5) years in Association management, Customer Service management, Project management, Training & Development or related area is required.   Of the five (5) years professional experience, two (2) years must be in the supervision of staff.  An Illinois Managing Broker’s License in Real Estate is required (can be earned upon hire).  NAR Certification as a Professional Standards Administrator is required (can be earned upon hire). CAE/RCE preferred. Experience managing legal processes preferred.

 

Language Ability: Ability to read and interpret documents such as industry briefings, contracts, letters of agreement and procedures manuals. Ability to write in-depth reports and correspondence. Ability to speak effectively before groups of members or employees of the organization.

 

Math Ability: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages, and analyze them.

 

Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with complex problems involving several variables. Ability to think creatively and speak thoughtfully under pressure.   Ability to think analytically and creatively.  Ability to work independently and exercise independent and responsible judgment. 

 

Computer Skills:   Functional knowledge of word processing software such as Microsoft Word, spreadsheet software such as Microsoft Excel, calendaring software such as Microsoft Outlook, and database software such as Access required.  Functional knowledge of Rapatonni preferred.

While performing the duties of this job the employee is regularly sits, stands, walks, kneels and other ambulatory functions; uses fine motor skills; uses auditory, and visual senses.
